Two major motoway projects among planning, licensing and road closures planned across Greater Manchester

Two huge motorway projects form part of the most significant developments across Greater Manchester this week.

A link road on the M61 has been planned alongside a huge new 1,450-home development in Bolton[1]. The project is currently tied to Bolton being awarded the Ryder Cup in 2035.

The developer has now revealed plans called Lee Hall, which includes some parts of the previous Hulton Park project.

Those elements are the homes and the Park Avenue link road.

Just down the motorway and east from there is Simister Island - the major motorway junction that connects the M60[3], M62[4] and M66. New plans to help deliver its reconfiguration would see a construction compound built at junction 19 of the M62.

The proposals are currently in the early stages of the planning process.

Bolton

Developer pivots from Ryder Cup dependent scheme in bid to build 1,450 home and new link road near M61

A developer has revealed plans for 1,450 homes, a long-awaited link road and employment space on land close to the M61.

Peel Land, already has a planning application approved for an international golf resort at Hulton Park, near Westhoughton, approved.

However, that development is dependent on Bolton being awarded the Ryder Cup in 2035.

The developer has now revealed plans called Lee Hall, which includes some parts of the previous Hulton Park project.

Those elements are homes, the Park Avenue link road, which they claim will ease road congestion at the Chequerbent roundabout and community and environmental infrastructure.

Peel said Lee Hall would be delivered 'separately from, but alongside' the wider Hulton Park golf project, with a venue yet to be announced for the 2035 golf tournament.

Four Manchester suburbs given ?80m promise

Manchester council has made a ?80m promise to give residents in four areas of the city something they are 'crying out for'.

Town hall bosses were buoyed by the government's decision to award four neighbourhoods ?20 million each to improve the area. Benchill South & Wythenshawe[5] Central, Harpurhey[6] South & Monsall, Clayton[7] Vale, and Gorton[8] South are the neighbourhoods set to benefit over the next decade.

Now, councillors across the political spectrum in Manchester have pledged 'every pound of this funding will be guided by the voices of local residents'

Roadworks

  • Chorlton: Sections of Chorlton Road will be closed on October 6 from 8am until 5pm for new road markings to be painted. A list of which junctions are affected is here.
  • Moss Side: Moss Lane West has been closed since August 26 for resurfacing.

    Residential access will be maintained throughout the roadworks. It's expected to close for six weekends.

  • Moston: Hollinwood Avenue closed between Greengates Roundabout and the Oldham boundary at Owler Lane at weekends from August 9, for six weekends. However, it is still named as active roadworks on the council's website.

Conservative Party Conference road closures

The Conservatives[9] will be hosting the annual party conference at Manchester Central[10] from October 5-8, but roads near the venue will close at various times from Sunday (September 28) until October 10.

Huge M60 junction scheme at Simister Island takes step forward

Plans for a massive motorway junction upgrade on the notoriously busy Simister Island has taken another step forward.

Five lanes of traffic and a new link road will be created at Junction 18 in a bid to ease congestion, following official confirmation by the Department for Transport (DfT) earlier this month.

Simister Island interchange, which connects the M60, M62 and M66 motorways, has long been earmarked for a massive change under National Highways proposals.

The project would see a 'northern loop' built to stop thousands of vehicles using the current traffic light controlled roundabout every day. A five-lane section on both sides of the M60 between Prestwich[11] and Simister (junctions 17 and 18) has been touted as well.

Now plans for a construction compound at junction 19 of the M62 to support the project are being considered.

Castleton to Rochdale Active Travel Scheme - Phase 2

Until January 31, 2027, staggered works will take place along Manchester Road between Castleton and Rochdale[12] to deliver phase two improvements.

Stockport

'We're being swamped by developers trying to concrete over our precious green spaces'

A group of neighbours in Stockport[13] have banded together to try and stop up to 300 homes being built on the green belt.

Calling themselves the Hazel Grove[14] Greenbelt Action Group, residents have written an open letter to Story Homes about its proposals for east of Sandown Road, saying the plans would be an 'irreplaceable' loss of green space. The group has set up a petition which it said has been signed by more than 1,000 people.

Story Homes defended its plans, saying at least half the new homes it hopes to build would be at 'affordable' prices, with a mix of housing types and a 10 per cent biodiversity net gain.

Greek Street, Stockport - Road Closure

Until Spring 2026, Greek Street roundabout in Stockport will be closed for railway bridge replacement works.

Works expected to last until Wednesday, April 1.

Tameside

Huge HMO crackdown begins as war declared on 'slum landlords'

A tough crackdown on houses of multiple occupation (HMOs) has been brought into effect across Tameside[15] this week.

In what one councillor has described as a 'war on slum landlords', all HMOs will now require planning permission regardless of size. This comes after town hall bosses approved an immediate Article 4 Direction last week.

Previously, only HMOs housing seven or more people needed planning permission.

Under the new rules, every HMO conversion will need planning permission, including small HMOs - which contain between three and six people.

Mottram-in-Longdendale/Hollingworth, Tameside

Planned road layout changes will take place on Roe Cross Road & A57 Mottram Moor.

The preliminary works are part of a wider project to build two new link roads between Manchester and Sheffield.

Works expected to last until January 31, 2028.

Trafford

B&M store set to make way for block with 69 apartments

Plans to demolish a B&M Bargains store in Sale[16] to make way for a block rising to five and six stories high with 69 apartments have been unveiled.

Developer Ropley Properties Ltd has asked Trafford[17] council's planning team for a 'screening opinion' over the proposed scheme for the Broad Road building.

It would allow the current building to be bulldozed to allow a block comprising one and two-bed apartments 'stepping downwards' towards the west to 'integrate' with neighbouring roofs.

Talbot Road/Chester Road, Old Trafford - Roadworks

To allow active travel improvements, a road closure will be in place at the junction of Chester Road & Talbot Road (by Seymour Grove), restricting vehicles accessing Chester Road from Talbot Road.

Signed diversion routes will be in place during this time.

Works expected to last until Sunday, November 30.

Wigan

16th century hall set to become part of 432-home development

Plans for a development of 432 homes integrated with the historic Winstanley Hall complex of buildings in Wigan[18] have been submitted.

The hall, dating back to the 16th century - mainly vacant since the end of the Second World War - has suffered from recent vandalism and theft and is in a 'very poor condition'.

Restoring the hall to its former glory would cost more than ?26m, according to documents on Wigan's planning portal.

Lancashire developer Kingswood Homes has submitted a full planning application for 396 new-build homes on land adjacent to Pemberton Road and a further 36 within the converted 16th century hall, which is Grade II listed.
