Cheshire Police officer from TV series banned over ‘improper’ texts

An accelerated misconduct hearing has now been concluded for PC Andrew Doran, a roads policing officer who resigned in July in advance of misconduct proceedings. He appeared on TV when Cheshire Police featured in the Channel 5 series Motorway Cops: Catching Britain's Speeders. It was alleged that PC Doran, between 2018 and 2025, sent, received, and retained 'inappropriate, sexist, racist, discriminatory, and unprofessional messages and material on his personal mobile phone'.

Of these, he was said to have sent 17 sexist images and received nine in return, and sent three racist images and received 11. He was also said to have sent two discriminatory images and received four back, as well as sending one 'improper or offensive' image and receiving three. According to the outcome notice, the possession of one of these videos was said to amount to a criminal offence.

All of the material was said to be retained on his phone, with no evidence of deletion or challenge. "It is alleged that, as a serving police officer, in sending, receiving, or retaining the material, you have shown a clear lack of integrity through your actions, and displayed discriminatory views and behaviour which shows a lack of respect and courtesy towards others," it was alleged. "You have behaved in such a manner as to discredit Cheshire Police, and the police service as a whole, thereby impacting public trust and confidence in policing."

It was further alleged that, on February 12, 2021, PC Doran received a video on his personal mobile 'depicting extreme pornography'. "It is alleged you have not challenged or reported its content and retained possession of the material on your personal mobile device," it was alleged. During the misconduct hearing, chief constable Mark Roberts concluded that dismissal without notice was the most appropriate sanction, had PC Doran not previously resigned.

As a result, he has been placed on the barred list, which will prevent his re-entry into the profession. CC Roberts said: "His conduct is undoubtedly gross misconduct. "Former PC Doran retained, received, and sent more than 20 messages between 2018 and 2025 that were sexist, racist and/or discriminatory in nature.

"It is noted that he did not challenge nor report these messages. It is also noted that in February 2021, former PC Doran received extreme pornography, and again, he failed to challenge or report this accordingly. "No explanation for his behaviour has been provided, in particular as to why he did not challenge or report the messages received, no doubt because there is no explanation or excuse for this behaviour.

"The messages were offensive, improper, and discriminatory, and are therefore totally unacceptable in policing and in Cheshire Police. "I therefore stress that the force will not tolerate such conduct from any serving police officer, nor any staff member. "The only appropriate disciplinary outcome in this case is dismissal without notice, had the former officer not previously resigned.

"A lesser sanction than dismissal would not serve to uphold the high standards and deter such conduct in the future."
