New Eastleigh traffic order proposals
Drivers are set to face new traffic rules in Eastleigh town centre as part of the new cycleway proposal.
Several existing parking and waiting restrictions across the town will be altered for the new route, linking Eastleigh Rail Station with the existing cycle network outside Lakeside.
Hampshire County Council has now approved the new traffic orders being rolled out in the Eastleigh Town Centre Area, specifically on Leigh Road and Market Street, under the Road Traffic Regulation Act 1984.
One of the new rules will be a 15-minute parking limit on a stretch of Leigh Road, with no return within two hours.
The council decision day report indicates that changes will be necessary to “amend the existing parking restrictions alongside introducing restricted movements to secure the expeditious, convenient, and safe movement of vehicular and other traffic (including pedestrian) and the provision of suitable and adequate parking facilities on the highway”.
The report added there will be some loss of pay to display parking spaces.
The £900,000 cycleway scheme approved in May will see a segregated cycleway on the southern side of Leigh Road, with existing vehicle parking bays relocated to the north side of Leigh Road.
There will also be a change of junction priority at Desborough Road’s junctions with Grantham Road, Factory Road/Wells Place, and Cherbourg Road to prioritise north/southbound cyclists and move a bus stop on Derby Road away from the junction.
Furthermore, Chestnut Avenue will see a new toucan crossing, and work here will include the closure of the Chestnut Avenue/Desborough Road junction to all vehicles except cyclists and emergency vehicles, with bollards put in.
Arnold Road will become “left turn out only”, and two bus stops will also be moved on Chestnut Avenue due to the Toucan crossing.
The budget for the new cycleway includes monitoring cameras being rolled out, as well as surveys, technical equipment to monitor traffic and changes to utilities.
