‘Prolific nuisance’ banned from entering Gloucestershire town for a …

A man who has been described as a “prolific nuisance” has been banned from entering a Gloucestershire town for a year as part of an interim Civil Injunction after his alleged actions caused fear and concern in the local community. Daniel Cook, aged 42 and of no fixed abode, caused “considerable upset” with anti-social behaviour to residents in Winchcombe, Gloucestershire Police[1] said.

For 12 months, Cook will be prohibited from entering Winchcombe[2]. He is also forbidden from acting in a harmful of distressing manner, threatening anyone in, and shouting, swearing, using abusive language or rude gestures[3] at anyone in the town.

The case was brought against Cook by Solace, a joint team of officers from the police force, Cheltenham Borough Council[4] and Gloucester City Council[5], following numerous reports of incidents involving Cook in the Winchcombe area. Cook was served with the injunction following a hearing at Cheltenham and Gloucester County Court in May this year.

Inspector Grant White from the Tewkesbury Neighbourhood Policing Team said: “Cook was causing considerable issues and upset for the residents, schools and businesses of Winchcombe with anti-social behaviour. This was causing fear in the local community and being raised as a community concern on a regular basis so I hope the injunction will stop his actions.”

The order imposed by the courts forbids him from:

  • Engaging in conduct which causes or is capable of causing harassment or alarm or distress to any person within the boundary of Winchcombe
  • Using or threatening to use violence against anyone within the boundary of Winchcombe.
  • Shouting at, swearing at, using abusive language or making rude or insulting gestures against any person in the boundary of Winchcombe.
  • Entering the town of Winchcombe.
