A major £23m Lisburn housing development has been approved despite concerns councillors “may get it in the neck” over a shortfall in parking.

Lisburn and Castlereagh City Council[1] (LCCC) officers recommended the approval for almost 100 units on the Moira Road with a vote in chambers of eight to three in favour this week.

The proposed plans by Lacuna Developments[2] includes 36 houses, 55 apartments, two maisonettes and six industrial/employment units. Half of the homes have been identified as social housing.

The construction requires for the former ABN animal feed mill site to be demolished.

However, car parking spaces have been limited with the promotion of a sustainable public transport system pending a new rail and bus hub development by Translink[4] in 2026.

Downshire East DUP[5] councillor, Uel Mackin said: “If I have done my maths correctly, there is a shortfall of 50 car park spaces, and you can add an unknown figure to that of people outside the area parking up.

“We have all been trying to promote public transport over the last 20, 30, 40 years.

“With the new Translink hub in 2026, they are saying people will use public transport more. I don’t believe that and I don’t think anyone else here does either.

“I’m not convinced that people will not drive up and park there to use the new rail. We could be on a slippery slope.”

Downshire West Alliance[6] Alderman, Owen Gawith also warned: “The area needs to be made not parking friendly.”None of us know what will happen in the next two, three years time and if we are going to get it in the neck for this.”

LCCC head of planning , Conor Hughes responded: “It will be up to the developer to manage the parking spaces.

“We could seek further clarification with them on this.

“There has been a shift in the dynamic in such developments in the use of cars and promotion of walking, cycling and buses.”

Lisburn[9] North SDLP rep, Pat Catney spoke in favour of the development, saying: “This would reduce the urban sprawl and if we are tackling climate change by this, then it is the way forward.”
