Federal government and ARTC respond to Inland Rail review

Both the federal government and the ARTC have responded to the public release of Kerry Schott’s review of the Inland Rail project
The ARTC has responded to the Inland Rail review’s findings The federal government says it accepts the released findings of an independent review of the Inland Rail that was released last week. The Inland Rail has now also agreed to the 19 recommendations made either in full or in principle to get the project back on track.
Undertaken by Kerry Schott, the review confirmed that Inland Rail is an important project to meet Australia’s growing freight task, improve road safety and to help decarbonise the economy. The review also found significant deficiencies in the governance and management of Inland Rail. Schott outlines 19 recommendations to improve the delivery of Inland Rail including:
- Strengthening the governance arrangements and establishing a subsidiary company to deliver Inland Rail
- Reviewing ARTC’s risk management and reporting systems, with a view to addressing issues experienced with approval processes
- A further assessment of the scope and cost of Inland Rail, conducted by an independent specialist in conjunction with a cost estimator/value engineer
- A revised delivery that prioritises sections of Inland Rail that allow revenue to be generated earlier
- Deciding and developing intermodal terminals in Melbourne and Brisbane, and
- Maximising regional opportunities available from Inland Rail, including through intermodal opportunities in Parkes and prioritising delivery of the enhanced rail capability to enable double stacking through to Beveridge.
The ARTC says in a statement that it acknowledges the public release of the review to focus on the planning, governance and delivery of the Inland Rail program.
“The ARTC notes the findings of the Independent Review and the government’s response and is committed to working closely with the federal government to implement those recommendations,” Chair of the ARTC Board Peter Duncan says. “We understand there is a high level of interest from staff, customers, contracting partners and community to understand the recommendations in more detail and we will work hard to provide more information in coming days.”
